Syncookie Status as Full Hardware

I need a help to understand how Full hardware syn cookie protection works , On Active device Hardware Syn cookie protection was activated and the status showing Full hardware .... And we disable the syn cookie protection for the VS and we failover the device but still i could see the VS syncookie status as Full hardware ....

I want to know why still it showing as Full hardware even the device in standby...

Also didn't see SYN Flood traffic for the VS as well
