Sync GTM with different OS than master GTM

I have a GTM in production running 11.6.0 and configured a new GTM with 13.1.1. I ran the gtm_add script and the process ran, but it doesn't show that it is in sync. netstat _anp | grep 3d shows that...

I'll open a ticket, but I don't see how it would essentially harm anything, since the 13.1.1 devices aren't in production. What I'm trying to accomplish is get the 13.1.1 to sync the configs over and then cut the 11.6 devices.
