Sync GTM with different OS than master GTM

I have a GTM in production running 11.6.0 and configured a new GTM with 13.1.1. I ran the gtm_add script and the process ran, but it doesn't show that it is in sync. netstat _anp | grep 3d shows that...

The 11.6 device is in production and I don't want to interrupt the process on that device. Can I downgrade the 13.1.1 device to the 11.6 big3d version and then run sync and shit down the 11.6 devices after?
