sync failover issue
This is the scenario, all ip address are of /16 subnet mask
I am using vertual machines on my vmware platform, version is 11.3
First box configuration
Vertual server ip 10.10.1.100/16
vlan Internal 172.16.1.31/16 Floating 172.16.1.33/16 Vlan external 10.10.1.31/16 Floating 10.10.1.33/16
VLAN HA 1.1.1.1/16
Second box configuration
vlan Internal 172.16.2.31/16 Floating 172.16.1.33/16 Vlan external 10.10.2.31/16 Floating 10.10.1.33/16
VLAN HA 1.1.1.2/16
All steps including Ha are configured with setup utility be it creating trust, setting device group and traffic group
after configuring I found that ha is good because one is showing active and other is standby but below it the sync status is disconnected
when checked sync status from device group i found one device says "Awaiting initial sync" and other says Disconnected also on other box this is reverse
After checking logs i found following errors
Mon Sep 29 10:35:56 IST 2014 notice bigip1 mcpd[5338] 01071431 Attempting to connect to CMI peer 172.16.2.31 port 6699

Hi,
Check the date and time, and try to reset the trust by generating a new trust.

Time is realy important so check the time and set NTP if you can. Also check the ConfSync IP's on each system, I would also set this to be the HA VLAN and IP addresses, this can be done under the following on both systems: Device Management, Devices, , Device Connetiviy, ConfSync
Do the same for the Network Failover under: Device Management, Devices, , Device Connetiviy, Network Failover (delete all but the HA VLAN IPs)
Go back and try to do the initial sync if that works you can then test network failover.

Try adding the device group from other device. Worked for me.
