Sync block the process of adding certificate

Hi I use the below steps to add certificate in one of two F5 or both F5, but Sync blocks the process of adding certificate. We know certificate cannot be copied through Sync, but we have to use Sync after any configuration change. When I Sync after the change, it shows Sync fail. we cannnot proceed the process. Any one can give some suggestions? Thank you

    Certificates FIPS/non-FIPS do sync between devices. The Device Certificates do not.

    You may be having problems with the devices communicating with each other or the Device trust cert may be hosed. There are a few ways to fix the problem. What is the error that is stated when you try to Sync?

    If you cannot create a "FIPS" cert with System >>>> File Management >>>> SSL Certificate List >>>> click Create >>> your FIPS cards may have failed. To diagnose you will have to run the end user diagnostic.
