could anyone explain what syn-rto-base is, does it have a default value when not configured anything in the tcp profile, does changing its default value to some other value impact the LTM

SYN RTO is the TCP SYN retransmission timeout. Altering the base value will influence the way the BigIP will handle TCP retransmissions. Default (when set to 0) is three seconds. You can find details about it here: https://support.f5.com/kb/en-us/solutions/public/7000/500/sol7559.html
