Standalone OTCU for bigip.conf from 4.5

I'm going to be moving a config from a pair of 4.5 systems to a pair of 9.x. This will not be an upgrade. We are swapping out the current systems with another. I would like to be able to run a converstion of just the bigip.conf file.
