specific website traffic from secondary link

We have 2 isp link in 80/20 ratio , some of external website are not working through Primary isp link . ( Multipes external journal websites with same ip address ) same wesbite are working through primary link without F5 in between .

Requirment : redirect external journal website through secondary link has it is working through f5 .
