SOA record issue with F5 DNS between multiple DCs

So I have F5 DNS configured between two DCs. From an Internet perspective it is functioning. Issue I am running into is internally. Internally we use Active Directory DNS servers and currently they are setup with a forward zone for an F5 DNS in each DC. Problem is that the AD servers are only able to get the SOA record returned from one of the DNS devices. Because the Other DNS device is not returning the SOA record it is not being added to the forwarding zone. Is there a way to have multiple SOA records or get multiple F5 DNS devices to return the SOA record?
