SNAT and NAT precedence

Is there a way to change the default precedence of SNAT over NAT? I want static one-to-one NATs to take precedence over a dynamic wildcard SNAT. This is for pass-through traffic not associated with a virtual server. I'm trying to use the LTM as an edge firewall.
