Hello,
I've inherited a configuration with the Sensitive Parameters section:
parameter name= password
parameter level= N/A
What the level effects in this case? Is the "N/A" value equivalent to ...

The N/A means that this parameter was created from the Sensitive Parameters screen as you are unable to assign a level on that screen.
It is essentially the same as a Global Parameter with sensitive flag enabled, the difference is that it does not appear on the policy Parameter list, only on the Sensitive Parameters list.
All ASM installations by default create a sensitive parameter named "password" of a level 'N/A' by default.
