SCF vs .conf

As far as the information that is contained, does the following hold true?:

bigip_base.conf + bigip_local.conf + bigip_sys.conf + bigip.conf = bigip.scf

In other words, is there any information in the SCF that cannot be found in these four conf files?

    An SCF contains the config from the files you listed and nothing additional. The list you gave is for v9 and v10. In v11 the files are different. See this article:
