When you enter the user name to be validated in Setup, it looks up the correct SDK server (which I'm guessing is the RMS Cluster) and then tries to connect to it and make sure the user entered is privileged enough to run the F5 Service (Ops Mgr Admin). You can try a couple of things. First, just open up a SCOM Powershell console and make sure it can connect and start up successfully. If it does, you can check a specific registry key value:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft Operations Manager\3.0\Machine Settings\DefaultSDKServiceMachine
The value should target the Cluster name, not a specific node in the RMS cluster. If it DOES target the cluster name, check the SDK service in your Cluster Configuration and make sure it's registered as a clustered resource. If everything there looks good, let us know and we will go from there.
