Rest API not enabled in Big IP 12.1

I have BigIp 12.1 installed and activated with Lab License. When i try to access it through Rest API it is not giving any response. I checked the restjavad service it is running. but i couldn't find ...

How are you testing ? be aware that some REST client plugins are enforcing ssl cert validity with no error message giving you the result you describe (no response). you need to open a browser and accept cert first.
