Nimbostratusresource assign for AD policy is empty
when I get to the part in my policy to assign resources all of my options are empty:

EmployeeCan you clarify the use of "pptp" here? Are you trying to load balance a PPTP connection, or in some way integrating APM for pre-authentication? APM provides SSLVPN network access connectivity, which is not specifically PPTP.
