What services are restarted when a device is relicensed or a new module is provisioned. The Solution article 2595 states "Traffic processing will be briefly interrupted while the BIG-IP system reloads the license and configuration." But what is restarted and how can I test to make sure all services are back up?

From my understanding, you need to prepare for something along the lines of entire box reloading. A script (or manual) to check your applications that are served by the F5 should be sufficient.
