Is there any SOL article for this kind of load balancing method?
The content of chapter 'Bandwidth Load Balancing' in implementation
guide was almost the same as that of chapter 'Cost-Based Load Balancing' except the LB method chose in Pool level.
Besides, 'Kilobytes/Second' is used for measuring Virtual Server. How could this algorithm be used for link bandwidth usage?

I generally get Kb/s information by polling the router with an SNMP health monitor.
Also the LC's cost-based load balancing can be pre-defined, such as: ISP A is prepaid at $x for the first 2mb, burstable to 10mb at $y/mb, and ISP B is $z/mb up to 20mb. LC knows how much throughput is coming through each link from its' perspective and can choose the least expensive link based on what it knows about the cost structure.

FWIW, you can use artificial numbers in the cost-based LB as well, so as to make the link with lower bandwidth "cost" more up to the limit you want to set on the higher bandwidth link.
