recursive dns

Attempting a Recursive VS to forward to external DNS Recursive servers. Listener created pointing to a DNS recursive pool with 3 Recursive DNS servers. Health monitor performing google.com Recursive query and gets a proper response. Modified the named.conf "recursion yes; forwarders {Ext-Rec-DNS-IP's;} forward only;". Recursive DNS profile is set to unhandled query actions allow, BIND disabled, DNS Cache enabled. I cannot perform dig @F5-Rec-listener-IP google.com from the standby device. Any ideas?
