I need to be able to fail over all traffic to another pool. Let's say pool2 only if pool1 is not available. Can I do this in 4.5? Can you show me this rule please?
The traffic that I am concerned about is http but, an example which incorporates all traffic would not hurt either.
How about node to node is that better. The two nodes/pools would be in two different physical places, but the network is spanned.

There isn't a way to check the state of one pool and select a different pool in an iRule in 4.x. You can get similar functionality using priority groups. You can check SOL2423 for details "Overview of priority load balancing" (Click here).
You could also send an HTTP redirect if the pool is down:
