PEM white/blacklist policy

Hi   I've been searching how to do "PEM_Policy" irule that is doing whitelist and blacklist for some URLs. unfortunately, didn't find anything .. So, I viewed this article https://support.f5.com/k...

In order to policy take effect, it should match a subscriber. What level did you apply this policy? What type of subscriber you are using: dynamic, static? What ID do you use for subscriber?

 

Can we have policy ans subscriber config?
