Oracle BRM servers NOT load balancing

hello All, please who knows the workable way of Load balancing Oracle BRM Servers, i used Round Robin according to ORACLE BRM deployment guide, but all the traffic is going to one server only and i did not configure any persistence. hope to hear from you soon. thanks
