I have 4 pool members and the ratio are 1, 1, 20, and 20. However, the Load Balancnig Method is set to be Observed (member). As I know that the ratio settings are not go to work for Observed (member) of load balancing method.
Ratio settings only work with load balancing method such as ratio member, ratio node, Dynamic ratio, ratio session, ratio least connection, and etc.
Am I right?

Yes about observed (member). However, not all methods you listed do use ration settings from the pool member.
Go to the pool settings and members. Click in the help tab in the menu, and expand load balancing method. This will provide a good explanation about each method.
