No server activity

We have 5 front end web servers and 10 WLS instances on the back end. Noticed that only three of the servers are taking traffic. Also there are 2 WLS instances that are not seeing traffic as well.  ...

I'd suspect something to do with persistence, and logging might help unearth the problem, but it's sort of hard to say without more details about the rule and the rest of the config....
