No emails from f5 lb - alert.conf modified and still nothing

We are running version : BIG-IP 11.2.1 Build 862.0 Hotfix HF2 I have modified my alert.conf with no avail ... still not getting alerts. I am watching the ltm log and i get alerts spitting out but ...

You must change user_alert.conf, the alert.conf its a system file, and do not have to change it.
