Hi,
In LTM configuration, there are some listeners : virtual servers, NAT, SNATs
without listener, LTM does not handle trafic.
A GTM Listener create a LTM virtual server with a DNS profile to forward DNS requests to GTM.
When provisioning GTM, a BIND service is started locally and wideIPs are created as A records in BIND configuration.
The LTM best practice specify that is is recommended to not define a LTM on the same IP than SelfIP, but as the default behavior of DNS profile is if there is not any answer from GTM (pool members unavailable or no wideIP), the DNS request is sent to DNS, if Listener is created on the selfIP, the local BIND will answer for unmanaged DNS requests.
