Need to make 2 Virtual Appliance in r4600 F5
Let's clear some things first
Tenant = VM
So you already have one tenant and you need to create a new one.
You have to create the vlans first in F5OS, also trunk if need it.
Then during tenant creation you can assign which vlans you want to use in this tenant.
As for license, tenants use the license of rseries.

Can you advise how the Bandwidth Throughout works for a Rseries hosted Tenant ? In the VMware I know we can but the throughout license but I wonder for rSeries system how it will work ?

Tenants utilize license applied in F5OS, which is a hardware license and does not have any bandwidth limitations.
Any limitations will be due to interface itself or resources applied.
