Can you confirm below as your desired setup? Correct me if I misunderstood anything

 

2 Data Centers (only one Data Center manages traffic at a time, no GTM load-balancing)

 

2 Appliances in Active-Standby HA Cluster (one Appliance per Data Center)

 

 

You want to implement:

 

HA cluster to refrain from automatic cluster failover if just one or two external links are unavailable.
