Missing bigip-license file

I have a bigip LTM 1600 we have had in our test system that I do not think was ever activated. I am trying to do so now but the bigip.license file is not there. I would like to know how this can happ...

Thank You all for your answers, I found that I missed a step in the setup of the device and have now got it going. I was having a problem with the MGMT IP and once I got that resolved I was able to activate the license via the GUI. Cheers Tim
