I need to migrate all the config on a Big-IP ver 4.5 to a newer box running 9.3.
Is there documentation on how best to do this?

NimbostratusI would talk with your F5 rep. They have some internal documentation and best practice paperwork. I say this because I went through a large upgrade process and there wasn't any documentation that was cut and dry and it helped having my F5 rep assist in research and planning.
