Have you considered using Priority Groups in the pool to specify the main and fail-over groups?

Yes, I have priority groups but within the same group there is a need to associate servers for session handling. The session is only replicated to server pairs instead of all the servers. Also since we have active/active DC have used priority groups to route to the other datacenter in case DNS resolved incorrectly.

Are you saying that you need a way to ensure that connections are transferred to a specific member of the fail-over pool? Ergo, each node in the main group has a hot fail-over node that is aware of the session?
