To manage GTM's via WEBUI, was thinking just create a wide IP, add all GTMs to same pool, VS port 443 and manage GTM's this way globally! I dont have the F5 enterprise manager due to costs. any thoug...

in case you are running your GTM controllers in a so called sync group, all configuration changes will be automatically replicated to all devices. So a change to a single GTM will affect all others as well immediately.
Since TMOS v11.4 a similar functionality called "auto-sync" (can be found in device group settings) is available for LTM. There is no need to sync manually anymore.
Please be aware, that only configuration changes are covered. Software updates und hotfix installations need to be done per unit. This is the advantage of the Enterprise Manager as single point of control. Please verify with your F5 peers the capabilities of BIG-IQ before considering an Enterprise Manager deployment.
Your idea will probably not work as you expect, as a load balancer in front of the WebUI does not replicate input/changes/updates to all devices.
