It is C written in Visual Studio. All the UI stuff is drag and drop. I'm no Microsoft apologist, but it is pretty easy going developing UI apps in Visual Studio. Much easier access for me than I've found with any of the python/perl UI kits, though maybe I just haven't found the right one yet.
