I have a LTM+GTM HA pair of BIG IP 11.2.1 boxes. I have three ISPs, so I have three LINKS as objects in the GTM module. I am load balancing...

CirrusI know this is old, but I seem to be running into this on 13.0.5. Did you ever figure out what the problem was?
If not, I will post back when we get this one figured out.
