There is a guide that covers how to deploy a BIG-IP VE into an Openstack environment here: https://clouddocs.f5.com/cloud/openstack/v1/heat/deploy-bigip-lb-heat-stack.html
(You would want to get the QCOW2 version of the BIG-IP VE file from the https://downloads.f5.com site.)
