All the way to your right there are plus (+) signs which are used to create new conditions or actions. Is that what you are looking for?

 

Also, The GUI for LTM policys in 13.1 has some major bugs, so be very careful when editing a rule that you have previously made since the conditions might not be shown correctly. We've reported it and it is confirmed as a bug.
