I have two BIG-IP Physical Hardware. i do HA in between two device.
I have LTM and DDoS license. LTM is for application Load Balancing and DDoS for WAN DoS Protection.

CirrusDepends. It depends on what you are trying to achieve and how good your team is operationally and a lot of other factors. Route domain is good on paper but tough to troubleshoot as the % sign doesn't work well with simple linux tools that must be used for troubleshooting. Partition may be the better option from this perspective.
