Try to connect on F5 cli (SSH) using root user and modify admin or another user using TMSH:

Log in to tmsh by typing the following command:
tmsh -
To reset the administrative password for the user, type the following command:
modify auth user admin prompt-for-password
- When prompted, type the new administrative password.
- When prompted, retype the new administrative password.
- To save the changes to the configuration files, type the following command:
save sys config
