    This senerio called as VIP calling VIP. Can you enable snat automap.. Configured this senerio with different lb but ur case on same LB..

     

    Is your individual VIP is responding?

I write again the solution:

VS1 -> Pool1 -> Member1, Member2
VS2 -> Pool2 -> Member3, Member4
VS3 -> Pool3 -> VS1, VS2
