Link Controller - ISP load balancing.

Hi,

 

We have an upcoming implementation of link controller wherein 3-4 ISP will be configured in f5 device. Just want to ask if f5 is capable of detecting link with slow connection or high latency, then switch to other available pool member with good connection?

 

Is this can be done only by load balancing method like least connection, fastest connection or observed? Or by iRules? How it can be done?
