Cirrusso what you're looking for is a way to limit the amount of throughput that a particular user has. You want to have the ability to throttle a specific users sessions to the VIP.
here's a tech tip that covers some rate limiting using tables. This is for HTTP traffic, but could be applied to other types of traffic as well.
