Limit connection per VS and redirect user

Are you positive you would like the connection limit at the VS level and not the pool member level? I ask because if you are working on server delay I would imagine servers being overloaded is where you would want to focus your trigger rather than at the VS level which could technically push all traffic to a few servers leaving one that is underutilized.
