Limit access for abusive users

Is it possible to create a rule based upon traffic volume OR page hits per time period that would restrict or block access? This rule should apply to individual users.

    In the upcoming 9.2 release we have fixed the Tcl clock command to work efficiently where you can get the current time. You could then write a rule that would measure a rate and reject or discard traffic that exceeds that rate.
