If ASM Policy is in blocking mode and Length violation is not set to block state, then in case of Length violation the alarm will obviously be triggered.
I would like to know that the user request will be fulfilled or not.
For example:
Input Parameter Length allowed = 100 Detected Length = 150
What will be status of user request?

Whether the policy is in blocking or transparent mode, the alarm action will never block a request . The only condition to block an illegal request is to have the policy in blocking mode and the action for the violation set to block.
MSZIt simply means that this will hit the app/web server and now it will depend on the server to reject the parameter value or not.

It means that we must set the Blocking setting to block and make changes in parameters, values as per our requirement.
