Just wondering if I can use the backup/restore method to configure a new VE?

I have a virtual F5 LTM that Support is telling me is at "end of life", and will require me to purchase a new license for a new virtual setup. My question is this... Can I just spin up a new virtual...

You'll have to specify no-platform-check from the command line. This will not load the config, though, because you will likely have discrepancies with interfaces (among other things). It will tell you what, and you can then open the config and manually make the edits to get the config to load.
