Each irule still runs, they just run in the order specified by your priority. If you don't want any further irules to run for the event, you have to disable it with "event disable". https://devcentral.f5.com/wiki/iRules.event.ashx
If you put them all in a single irule, return would work that way. But yours are stacked irules.
