Nimbostratusregsub would be one way to do that.
regsub -nocase -all {^/[a-z1-9]+/[a-z1-9]+/documents} [HTTP::uri] "/new/documents" uri
Then just set HTTP::uri to $uri.
That regsub would capture the scenarios you listed.
