Irule to enable/disable active members

I'm trying to create an iRule to enable/disable pool members, if the number of active members is higher than 3, it has to disable the remaining nodes, and if the active members is lower than 3, enable the active members to 3. Is that possible using an iRule? Thanks in advanced.
