There a codeshare page that has an example of rate limiting. You could start with that and modify as needed.
There's also another question and a more complex request limiter codeshare page too.

Hi,
please just enter search term "request rate limit" to find a couple of related articels and tested code in code share section.
Three requests per second limit may lead to block all clients.
The browser will probably send at least a request for the default page and the favicon.
Your page was probably build with more than one object so it takes multiple requests to get all objects of the page.
