If so, then please describe your specific problem more deeply. In addition please describe what kind of meta-characters are getting blocked in your verification functions by which F5 module?

I still don't know which part of your F5 is blocking the mentioned meta-character and how the error behavior looks like. Usally a LTM-only deployment wouldn't inspect nor block those b64encoded cookie data.

I recommend to explain your problem in more detail, so that we're at least able to understand it...
