What does the administrator use to control the interaction between the user and the application? thanks for reading my question.

    They don't. The F5 is designed to proxy the traffic to the application with as little intervention as possible. It only gets involved if you have a specific task in mind be it optimisation, caching, compression/SSL offloading, data modification, access control the list goes on. The primary goal of an F5 is availability. See my answer in that link for more detail.
